1857 में मेरठ और दिल्ली के साथ ही आगरा में भी आन्दोलन शुरू हो गया था.
राम प्रसाद बिस्मिल आगरा में तत्कालीन बलवंत राजपूत कालेज में पढ़ते थे और हॉस्टल में रहकर क्रांतिकारी आन्दोलन की व्यवस्था मज़बूत किया करते थे.
१९२४-३० के बीच आगरा क्रांतिकारी गतिविधियों का बड़ा गढ़ था. भगत सिंह, राजगुरु, बटुकेश्वर दत्त, भगवती चरण बोहरा, चंद्रशेखर आज़ाद आदि ने आगरा ही में रहकर बम बनाना सीखा और जिस बम को लाहौर अस्सैम्ब्ली में फैंका गया था वह भी आगरा में ही बनाया गया था.
